SCORM is a guideline for making training information modular and reusable. This article suggests we need to expand the SCORM model to include data access or API so the data is not locked into the Learning Management Systems.

• ADL envisions the time when a learner can obtain the precise knowledge, information and skills he or she needs – anytime, anyplace.

• This requires advanced technical capabilities that leverage the global information network. And, it requires research and development that leads to near term implementations of needed learning capabilities.

• As ADL developed its strategy, we saw the need for distributed libraries of learning knowledge that serve many communities of interest each in their own way, and that are connected. Such learning repositories will build upon one another creating an exponential growth of stored knowledge.

• To realize such a vision, certain technical issues must be dealt with. Technical standards are needed to enable the exchange, use, and reuse of learning content.

When do you need SCORM?

•You do want to be SCORM (1.3) conforming if:
•1. You want to design learning content that tracks learner performance and progress and adapts accordingly.
•2. You plan to use an L(C)MS to deliver and manage learning content.
•3. You are designing content that might be reused in other learning contexts
•4. You want to create a library of learning objects •

•You probably don't need to be SCORM conforming if:
•1. The content is short lived and won't be reused
•2. You never plan to use an L(C)MS to deliver and track content
•3. You do not have content that has complex behaviors such as remediation.
•4. You want only simple, static, hyperlinked content as reference material

SCORM is a suite of technical standards that enable web-based learning systems to find, import, share, reuse, and export learning content in a standardized way. (See ADL Background for how SCORM came to be.) You can think of the e-learning world as having three main components:

- Courseware - the e-learning programmes themselves, sometimes bought off the shelf.

- Authoring software - the programs that are used to create courseware.

- Learning Management Systems (LMSs) and Virtual Learning Environments (VLEs). These are the systems that manage the e-learning - they enable students to log in, they show students their allocated courses, they run the courses, record the scores, and produce reports for the training manager. They can have many other functions as well, but these are the main ones that we are concerned about here."
